A rezoning this size hands the developer an immediate, significant land value windfall. In return, the community gets 8 affordable dwellings. Eight. That's 3%.

That's a rounding error.
Fusion is pushing for a 10% inclusionary zoning standard on developments like this, paired with automatic density bonuses so it actually pencils out for developers. You get the height. The community gets the homes.

No more token gestures dressed up as public benefit.
There's also 351m2 of ground-floor retail that looks good on paper but needs to be locked in permanently because "retail at ground level" has a long history of quietly disappearing after approval.

And 27 canopy trees are being removed. Compliance offsets aren't a substitute for actual urban canopy. The permit needs to require real green infrastructure, on-site.
The bones of this proposal are fine. The planning mechanics being used to approve it are the problem.
