@RichardJMurphy In my own field of physics education, left hand of government has been paying £30k bursary to train overseas physics teachers and right hand has just cut length of period of post-training work covered by student visa, undermining left hand. If you disliked immigration, another angle would be 'how can we persuade more British people to become physics teachers?' UK goverment appears bereft of anyone who can imagine how to do that, nor does it listen to experts.
