I've seen two guys with cigarettes hanging out of their mouths erect a set of scaffolds that size in about an hour and just get to work.
They could've had half the Kennedy center covered in vinyl siding by now, let alone chiseling off a few letters.
This seems like busy work, like they're waiting for some last minute injunction or something.
