Why are US govt officials - Vance, Trump, Rubio, Hegseth, Musk - so intent on sowing racial disharmony in Europe? I can understand them doing it in their home country, but why here too?

The simplest explanation can also be the most reassuring, sometimes.
How about this: "sowing racial disharmony" could also be seen as campaigning in favor of far-right, racist, nationalist AND anti-EU parties, in sight of future elections in EU countries.
Dicks, but with a plan: divide, dissolve the EU and the European model of democratic societies that grant fundamental rights, liberties and welfare. And rule over a bunch of smaller, weaker countries.

I am not sure at all that your idea "the best thing for America would be a strong Europe" is shared by US politics and institutions. And I think that the basic attitude "a strong USA exercising power over a weak group of European allies" is shared by Dems and the GOP: MAGA is just grosser and hopefully less effective in translating this attitude into political action.
