Doing a quick and dirty design of a city for a d&d campaign. This is a first for me so it will be interesting how it goes. My process is currently
- break city into districts
- give each district a particular role/character/vibe
- give district geographic bounds
- outline rough "things to do"
- relate to other districts by geography
- add a few specific NPCs plus archetypes based on district's vibe
- repeat until done
- weave plot into the city and adjust both to make sense
