If a signature is missing or does not match the one on file with the elections dept., then the ballot is “challenged” and cannot be counted. Voters in California are sent a notice and have an opportunity to “cure” (fix) the problem, so their ballot can be counted.
Pro Tips: 1) California voters can check to confirm that their ballot was counted at voterstatus.sos.ca.gov and 2) Sign up for ballot tracking to get notified when your ballot is counted or if there is a problem!
