NickBond villain has developed a device that will destroy the planet. The British government sends James Bond to offer him tax incentives to build the device on brownfield land in the East Midlands.

And steal water and power from all nearby towns, diverting it all toward the device.
James Bond then sets up ramparts and machine gun towers around the device to repel the townspeople who come to ask for their water and power back, and to please not destroy the planet.
