The traditional philosophy of work and management looks at laws (of physics, systems, engineering, ...) to find control, the ability to predict, find certainty.

When the crushing wave won't break, or the spring thunderstorm won't arrive at the predicted time, the traditional philosophy of work and management places moral judgment and blames human error.

But we can find out by starting the work, and by doing it, we can find out what else needs to be done.
