The plan is part of a broader policy to strengthen and expand Israeli settlements in the West Bank through large-scale construction projects that impede any future Palestinian state. In 2025, 28,000 new settlement units were planned and built, while the number of Israeli settlers in the West Bank will soon exceed one million.
