If I could spend a week writing with just a notebook and pen, I'd look for a city with good walking and bike infrastructure and lots of cafes and libraries to stop at and spend time in and overhear conversation.
There are a couple of European cities that come to mind (maybe Paris, though my French is not useful; Berlin comes to mind too.)
