Wtf? How does a public transit agency justify this?

There is one justifiable time: when they’re pretty sure there will be many more would be riders than the tracks can carry AND the extra money goes into improvements for locals. If overstuffed completely, local commuters are going to lose rides anyway. There are no gentle ways to deal with actual scarcity.
Ideally some half measures like, during the tournament all trains are reserved, but start selling cheap reservations for the week to locals now. All game-able, all annoying. @chu @blogdiva
@blogdiva There's been news coverage of this. I think it's because of FIFA requirements - the estimated the overall cost to NJ Transit will be $62 million. The federal government is contributing $10.6 million, and the host committee is giving just over $3 million, which leaves NJ Transit footing the bill for $48 million with no help from FIFA. And NJT didn't want to put that bill onto NJ residents as most of them will not be going to the games, as the debt would take years to pay off.
It sucks that it's so expensive, but that's really on FIFA, as are the ticket prices.
