I've long been on a quest to incorporate personal blogs into my scrolling but could never find a good way to gather and follow interesting ones, esp. ones without RSS.

https://bubbles.town seems to be what I've been looking for. I just signed up today and have already found some great blogs. It's also part of the fediverse, though not sure exactly how that works. Check it out!
