Mostly because a friend of mine, not caring about politics at all, decided to go out on the roof of an academic building at college back when Kerry was there giving a campaign speech.
He two snipers trained on him, but they didn't shoot because, well, they don't. Not until they're convinced the threat is credible. School police chief went up there to talk to him and he was deeply apologetic about scaring people; he went up there every day at about the same time, it was his fresh air routine.
