Roma, 15 apr. (Adnkronos) - Le dimore storiche italiane rappresentano un patrimonio privato ma al tempo stesso un bene di interesse collettivo, che richiede un intervento concreto delle istituzioni per essere tutelato e valorizzato. È il messaggio lanciato dal vicepresidente della Camera Giorgio Mulè, durante la 49esima Assemblea dell'Adsi (Associazione Dimore Storiche Italiane), dal titolo 'Patrimonio privato, valore pubblico: il ruolo delle dimore storiche per il sistema Paese', tenutasi al Teatro Argentina di Roma.
Secondo Mulè, il ruolo delle istituzioni deve tradursi in misure normative capaci di semplificare e accelerare i processi amministrativi legati alla gestione e alla manutenzione di questi beni. “Le istituzioni devono contribuire soprattutto attraverso la semplificazione normativa e strumenti che aiutino concretamente le dimore storiche”, ha spiegato, sottolineando la necessità di “una corsia preferenziale per una proposta di legge già depositata in Commissione Cultura che prevede tempi più rapidi per gli interventi all'interno delle dimore storiche”. Il vicepresidente della Camera ha richiamato anche il tema degli incentivi fiscali, indicando come prioritaria l'estensione e il rafforzamento dell'Art Bonus: “Occorre portare a compimento l'Art Bonus, estendendolo anche al terzo settore e alle fondazioni che gestiscono dimore storiche, con un credito d'imposta del 65% rimborsabile in tre anni”. Un intervento che, secondo Mulè, andrebbe nella direzione di una maggiore armonizzazione del sistema e di un sostegno più efficace agli investimenti.
“Si tratta di misure che puntano a semplificare e valorizzare un patrimonio diffuso composto da circa 47.000 dimore storiche italiane, che rappresentano una risorsa culturale, economica e territoriale di straordinaria importanza”, ha concluso.

This is the message launched by Chamber of Deputies Vice-President Giorgio Mulè during the 49th Assembly of the Adsi (Italian Historic Residences Association), titled ‘Private Heritage, Public Value: The Role of Historic Residences for the Country System’, held at the Teatro Argentina in Rome.
According to Mulè, the role of institutions must translate into regulatory measures capable of simplifying and accelerating administrative processes related to the management and maintenance of these assets. “Institutions must contribute primarily through regulatory simplification and tools that concretely assist historic residences,” he explained, emphasizing the need for “a fast lane for a bill already submitted to the Culture Committee that provides for faster intervention times within historic residences.” The Chamber Vice-President also recalled the issue of tax incentives, indicating that extending and strengthening Art Bonus is a priority: “We need to complete Art Bonus, extending it to the third sector and foundations that manage historic residences, with a tax credit of 65% repayable over three years.” An intervention that, according to Mulè, would go in the direction of greater harmonization of the system and more effective support for investments.
“These are measures aimed at simplifying and enhancing a dispersed heritage consisting of approximately 47,000 historic residences in Italy, which represent a cultural, economic, and territorial resource of extraordinary importance,” he concluded.
