@Tutanota Voluntary scanning was allowed for a while already, under some specific program. That program expires in 2026, hence the renewed push to replace it with either mandatory scanning or refreshing the expired program.

Email providers scanning traffic for spying purposes in general, under cover of "voluntary scans for CSAM".

This was why some big NGOs were heavily pushing for the voluntary scheme to be made mandatory.
