Yes, they don't always speak polite Japanese, but they do speak basic Japanese & also English if they see you haven't understood something. All the preparation with the application, copies of passport, bank statements, etc. was for nothing. There's a new form, and the officials prefer to see your account balance on your phone. After 1.5 hours & 6000 ¥, everything was done.
