Sorry, you are correct. I exaggerated. The discussions underway were removing Hungary's voting rights due to their continued refusal to follow EU rules.
All of that is irrelevant now, thankfully.
Though the EU really does need to rethink its 100% voting requirement in order to pass anything. A reinforced majority would be much saner.
