Is this about those fast e-bikes, like everywhere else?
Fast, non-pedal-assist ebikes really belong in the category of urban motorcycles. Those used to fall under different rules: lower age limit, helmet use, in some places license plates. They are not like pedal-assist e-bikes.
There is now a continuum from the kids' scooter to the electric Harley Davidson. But laws and law makers have not caught up with that.

This is the case even for the Netherlands, where two wheeled things are regarded a legit means of transportation (rather than sport, for for children).
Everywhere, very fast and heavier e-bikes *are* a menace. That's doesn't mean that all e-bikes are a menace.
