Best is whatever you care about code quality. For some it might be design coherence, for others it might be resistance to security exploits, for others it might be architecture portability.

I can't speak to the quality of the code itself, but I know #OpenBSD seems to be the most discriminating in terms of what code they accept into base (and particularly the kernel), and the most willing to jettison code that they feel they can't maintain (e.g., Bluetooth stack, FFS softdeps).
I just hope they make a clear policy about A.I. slop, otherwise it's all kinda academic.
