Carney is just delivering more mealy mouthed double talk. Of note, "Prime minister stands by earlier support for U.S. and Israel's attacks on Iran".

And from the article:

@markgrieveson Yeah . . . I guess maintaining friendships with leaders who pursue genocide is more important to Carney than condemning war crimes, so he will 'urge' them to 'respect international laws' and then continue to support their actions (or at least the intent behind the actions).
