#equinox varies by about +6 hours or (after a February 29th) about -18 hours from one year to the next, so it will not always be on the 21st, particularly in parts of the world in time zones many hours' distant from whatever "standard" "March 21" is used; (2) "on that exact day" - if the precise time of full moon is on that day but BEFORE the precise time of equinox, it will not be "the first full moon after the vernal equinox".
