The bulging eyes give it away. Gowron is 24th cy. Kahless is a much older, somewhat mythical character, who first appeared in "The Savage Curtain."

Gowron was played by Robert O'Reilly, whose on-screen TV career seems to have launched with Fantasy Island in 1979. Interesting resume anyway. (Transportation Dept)

@darth_hideout @simonzerafa Gowron held more political power than (Emperor) Kahless (II, a clone), and ordered the invasion of the Cardassian Union over the objections of the Emperor.

So Gowron's supremacy over (the originally presented as resurrected) Kahless seems to be referenced in the original post.
