Durov has a history of saying false things. A really long one too!

Sam IzbyThe last time Roskomnadzor tried to block Telegram, and Durov tried to resiste (that was in 2018), they really did shut down a large part of the Russian internet.
Now, many MTProxy providers are trying to hide behind the addresses of legitimate whitelisted websites. So this sounds plausible.
