It doesn’t say if they are just allocating the money for the compensation from the budget or is the Belgian government actually saving money by having people biking to work.
Would be good to know if someone would like to suggest this compensation in their country.

I worked for the British National Health Service. I claimed a cycling mileage allowance. It wasn't much but I did so on principle.
