In fall 2021, NATO Secretary General Jens Stoltenberg met with Russian Foreign Minister Lavrov and offered to discuss withdrawing allied troops from Russia's border—back to where they stood before 1997.

Four NATO members would have been left exposed: Poland, Estonia, Latvia, Lithuania. They were not consulted. They opposed the idea.
