@TheConversationUS It seems obvious that "not enough cash to pay rent" would not be a solution for homelessness, doesn't it?

Regardless, your first sentence seems...disingenuous: What you mean to say (or should say) is that *inadequate* cash aid isn't a solution for homelessness. The way you've worded it sounds like you're dismissing cash solutions, which would be an obviously wrong takeaway.
