According to the Emoji Proposals Status page, it seems that the capybara emoji has already been declined several times, the latest submission/decision being in 2025, and it says that "emoji that have been declined are not eligible to be re-submitted for four (4) years."

@dmarti There's also no gopher emoji. So when I post stuff about GoLang, I substitute in a hamster. 🐹 Though for how Go presents its gopher mascot, that's close enough.
