Has anyone written a history of developer fees? I'd be especially interested in their use by governments to maintain low property taxes. Bonus points if the history focuses on Canada.

For context: I often see these fees blamed for the increased cost of housing over the past few decades, especially in the Greater Toronto Area. But this always involves hand-waving rather than actual analysis. So I guess I'd like something that both shows how developer fees have changed, but also explains the rational behind the changes, all based on evidence rather than the "we all know this is what happened" vacuum I most often encounter.
@brian_gettler I think the person I've seen write the most (and most clearly) about DCs in a Canadian context is Mike Moffatt.
In the 2 links below, the first is his most recent one, and the 2nd has a summary with links to past posts on DCs.

@brian_gettler More Neighbours Toronto also has a nice "Development Charges 101" that shows the Toronto history, constraints on their use, and a reference to a UWO review paper (whose link is broken so I've pasted below).
