A new report from International Association of Public #Transport sets out the conditions local authorities need to deliver high-quality public transport. The paper highlights how strategic policy aims can be translated into effective systems, drawing on 18 global case studies, including London. It identifies three core factors: a user-focused approach ensuring reliable, accessible and comfortable journeys; alignment with wider policy goals such as connectivity, social equity and carbon reduction; and strong operational performance supported by investment and clear responsibilities. The report recommends strengthening governance and collaboration, defining service quality around user and local needs, introducing robust performance measures, and encouraging inclusive, incremental innovation.
