I know it's a small detail, but private companies that decide to take up cyber-privateering will quickly find themselves legitimate targets for both kinetic and non-kinetic attacks, wind up uninsurable as unlawful combattants, and will place themselves and their staff at risk of arrest, seizure, extradition, trial, and imprisonment when they travel abroad for business or pleasure.
