There are niche project like http://taler.net/ that I highy encourage taking a look at, just to see how payments could be done.

Anonymity for the payer while still being taxable with no blockchain involved, documented client<>server APIs for apps and integrations, open source apps, welcoming network for local small-scale providers, bank accounts (any accounts actually) being just optional, super low fees and protocols focused on being natively standardized on the Internet (look at https://www.rfc-editor.org/rfc/rfc8905).
