Section 25665 of the California Alcoholic Beverage Control statute states that minors are not allowed to enter or remain within a bar.

Patron Must Prove Age

If the patron can’t prove their age, then they can’t remain in the bar. (B&PC §§ 25658(a), 25658.4, 25659).

Bar owners wrongfully allowing minors in a public bar with a green license face a penalty of $1000 and/or 6 months in county jail.

The penalty for the minor wrongfully in the bar is a fine of not less than $200.

The pub has also decided to ban dogs after 18:00 on Fridays and Saturdays - a move staff say has prompted more pushback than the child‑free policy.

I really don’t think it should be controversial for a drinking establishment to choose to be cold free. Often they aren’t suitable for kids anyway.
I think it depends on the context, if it was the only pub in a small village, you’d want it to be inclusive as possible. However, in a big city like London, there are lots of pubs, and if one isn’t child-friendly, there’s plenty of others that are, and vice versa.
