Californians in some localities will have to pay higher sales taxes, where poorer people pay the higher taxes, to raise revenue that was earlier raised by taxes on gambling. In what looks like corruption, California's Attorney General interfered not because he objects to gambling, but because he wanted Indian tribes to get a larger portion of gambling revenue.
