I didn't know the definition of the word "playlist" no longer implies a track order. I've tried a number of offline music players from F-Droid and I'm starting to think I'm the crazy one.

Sure, I listen to my music on shuffle mode 99% of the time, but that 1% of the time when I desire order exists too.

But shuffle mode is never the default which means these players probably default to playing tracks in alphabetical order. Who wants that?

I found a player, Phocid, that seems to work the way I want. I'm saved from having to try to write my own.
