So National's plan so far is:

2 WHAT DETAILS?

Stage 1 do nothing
Stage 2 Ask people to not use fuel

Stage 3 prioritize fuel for emergency services somehow once we've run out of fuel*

Stage 4 Stricker restrictions which will be easy we'll have NO FUEL*

*No details on how, "still consulting"
