The criteria for who can nominate someone for Nobel's peace prize are quite broad: In addition to former winners and members of the committee itself, a nomination can also be raised by anyone who is a sitting member of a national parliament or government, and anyone who is a professor of history, social science, jurisprudence, philosophy or theology.
Also, the committee does not publish or confirm nominations, so all claims about nominations are unoffical.

*Not* nominating someone because they've been attacked and their people are being killed every day, is a stupid take nonetheless.
