I've always hated Frank Castle. Never understood the Marvel push to maintain him for so long.
The street-level characters are my favorites, and Castle never helps. He's only used as plot-chaos to either overstep morality issues to progress a story, or a punching bag to show how awesome he is getting his ass beat.
Punisher sucks, so it's no wonder the posers picked him.
Not much of a fan of Punisher either*, but the point of "good" characters isn't that they play well with other "good" characters, only that you can write interesting stories with them.
Separate discussion is should the "rules of the universe/plot armour" apply similarly to all characters, or given allowances for their personal situations.

Then I'll clarify my position to say, I think he's a bad character with a lazy purpose. Least from how he's read to me.
The movies and series didn't turn me. I've tried to 'get' him since high school art class when a friend Dave redrew one of the covers for a project and told me Punny was his favorite.
I did like Cosmic Ghost Rider, but I sorta feel that was less Castle and more a reason to exploit aspects of him without being him. In space. Which is my second favorite Marvel setting.😁
To start with, I think we may be different generations. The comics I read were originally printed between late 1980s and early 2000s. The character is undoubtedly written differently today.
(I have very vague idea of who The Cosmic Ghost Rider is.)
There's also no shame in not liking or "getting" something.
But to give you my personal opinion, at its best Punisher is similar to a Jason Statham -film: it's not supposed to make a lot of sense, only to look cool.
Just watched The Beekeeper the other night. 😄
I can see that as crazy Castle thinking he was also as right as the bad guys. 🤘
