Updates to GitHub Copilot interaction data usage policy

From April 24 onward, interaction data from Copilot Free, Pro, and Pro+ users will be used to train and improve our AI models unless they opt out.

@mttaggart oh, whew. "luckily" one of the five other times I've had to go investigate settings because of some shenanigans I already opted out, so I fell into the "your preference has been retained" bucket.
