You only win when the other team concedes defeat. If you kill all the leadership, then there's no one left to concede, so some of the troops keep on fighting any way that they can, maybe even for decades.

@siderea @jab01701mid Bombing the only Iranians crazy enough to meet with the US will not further Trump's goals.
That means Trump needs to resolve Iran, and that means someone, somewhere, has to either give him a peace medal (ala Venezuela) or someone, somewhere, has to sign a concept of an outline of a memorandum of vague platitudes so we can declare victory and make the oil flow again.
