Bihar govt has floated a tender to build an AI division inside the Chief Minister's Secretariat in Patna. The division does not currently exist - the tender effectively creates it without any government order or public mandate. Major consulting firms including PwC and KPMG attended the pre-bid meeting but received few answers on data access and oversight.
