Out of approximately 11,776 public bomb shelters nationwide, only 37 are in Arab towns, and several of them are unusable, meaning that less than 1% of public shelters serve the Palestinian community.
This situation reflects a broader and long-standing disparity in civil defense infrastructure and planning between Jewish and Arab areas, leaving Palestinian citizens more exposed to danger during wars.

Maintaining the shelters is on the municipalities.
Roughly 50% of the Israeli Arabs live Arab-only municipalities, to which this report applies.

Building shelters is an expense you don't want to make. Israel requires people and municipalities to build them. The Palestinian Authority never spent money on such a network of shelters (no one has to do that. A matter of priorities).
In the Gaza Strip such a network was built, though. Sadly no civilians were allowed in.
