Maintaining the shelters is on the municipalities.

Roughly 50% of the Israeli Arabs live Arab-only municipalities, to which this report applies.

Building shelters is an expense you don't want to make. Israel requires people and municipalities to build them. The Palestinian Authority never spent money on such a network of shelters (no one has to do that. A matter of priorities).

In the Gaza Strip such a network was built, though. Sadly no civilians were allowed in.
