i would not be surprised if the companies that are granted exceptions leave this with pages describing no real change, plus a bribe.
"united states bans wifi routers" is a funny way to describe the order, but i suspect it's more like "united states requires bribe for new models of wifi router".

my guess for the future based on "i made it up":

most companies will keep selling old models in the us while they wait on reports of approvals/denials and whether the rule is rescinded. new models will be released outside the us only.

us companies with connections to the administration and willing to spend some money on lackeys get told behind closed doors that everything is fine, and their new models are approved quickly.

it's not as though "electronics should be made locally" policies have never been successful: India started pushing hard for domestic electronics production in 2014, and by 2020 they had a trade surplus for mobile phones.

However, they properly laid the groundwork and they have things going for it (low cost of labor, location in asia, tariffs that aren't changing day by day) that the us does not.

some of india's more recent rise may be as a consequence of tariffs on china.

some of india's rise in manufacturing may also be that they're giving out 15 billion USD to companies to build manufacturing capacity in a place that's a reasonable second source and not terribly worse than china.
