@CelloMomOnCars @chris I'm not sure that the truth about talks matters in this instance. The post indicates that he's looking to declare victory and go home. Since he can pretty much do that unilaterally, the truth may not have much impact on the outcome.

In a PWR, water is at about 600° under very high pressure so it never boils. Water is part of the reaction moderation. (steam doesn't moderate reaction).

Break containment, pressure drops and all the water flashes to steam (explosion 1). No water=reactor gets VERY hot, generates hydrogen. Explosion 2. reactor melts
