It's hard to say. When Congress was playing games last November, the ATC weren't being paid. The bill stalled now for Trump's war and harassment of US citizens does contain a small raise.
TSO and TSA agents aren't being paid. ICE thugs are being paid (maybe).

The same tower audio. I'm still looking for the one where the controller said they messed up.
From the choppy audio it sounded like he gave the fire truck clearance "Trunk One & Company cross Four and Delta" , then retracted that clearance seconds later. I wonder whether Truck One even heard that. He said "stop stop stop" to Frontier 4195 first. Then told Truck One to "stop stop stop".
The crew of the fire truck are alive, in critical condition.

I don't think the controller is at fault.
That "shituation" should never have been possible: A fire truck crosses a busy lane based on an okay from a single person without redundancy (see: train systems)?
La Guardia has so many structural problems, it is time to cut the traffic in half and start with future-proofing that mess during the next 5 years.
