These guidelines were written to ensure the lack of censorship or external policies against intellectual freedom, originally written in... (checks notes) 1939.
The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should guide their services. I. Books and other library resources should be provided for the interest, information, and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation.
This is not about #censorship, but about putting the material in a different part of the library.

The library did not remove the material, right? The library board agreed to keep the material in another part of the building. But it's still there, and we taxpayers are charged for this, whether we like it or not.
Censorship would be removing content and taking it outside to be burned, like what the Roman Catholic church did to the first Bibles written in English.
