- When the law is announced
- when the law is voted
- when the law goes in effect
- when you get the lawsuit
For GDPR several waited until the lawsuit. Others started on changes shortly after the vote.

@gunstick Open source compnents should always make good use of not being corporate entities to target. Let IBM (et.al) take the legal aspects from selling a supported pre-packaged distribution in the relevant markets.
