@randahl Trump is not much of a historian. The Japanese government had intended to declare war immediately before their sneak attack on Pearl Harbour, they just botched it.
Trump had no intention of declaring war before his sneak attack, and still hasn't done so.

Trump is also implying that being our ally is the same as being a nation we intend to attack without warning, which is not the sort of thing that attracts strong alliances.
