I think Microsoft might have just given up?

@bwhiteley Xcode is doing things. It settles down once the indexes are built.

@tonyarnold ever since I upgraded to Tahoe, Xcode runs hot all the time, even when it shouldn’t be doing anything. My battery used to last many hours now it lasts two or three.
