Linux is not accepting keyboard ASCII input characters

I want to enter some text in an app (GIMP - text area), and I want to add a copyright symbol (ASCII 0169) to an image. I tried: Alt+0169. I also tried: Ctrl+Shift+U then a9. Neither of them works. ...
