as you may be able to deduce, I am watching a Disco Elysium playthrough and there's this part where Harry and Kim get their hands on some paperwork about a new development coming to an impoverished district, like the zoning application and plans and everything, and are trying to figure out if there's some loophole that will displace the current residents

I think the main message to take away from Disco Elysium is the importance of having a robust urban heritage preservation regulatory framework. Imagine if those other six historic churches had been preserved.
